Anthony Wilks (Bruce Ross), the father of an abducted child (Johnny Pulcinella) is brought to the scene where the police have confirmed that his son is being held by the infamous "Fishtown Fondler" (Mark Jacobson). But when a hard-nosed yet compassionate cop, Nick Cooke (Robert Berlin), and head negotiator, Derek Wilson (Frank Monteleone) are ordered to hold their positions until the abductor exits the building, Anthony takes matters into his own hands and enters the underground of the building to save his son.
